Scope: This guiding technical document provides guidance for decis on-making and preparation for nuclear power plants to upgrade all or part of the instrumentation and control (I&C) system. Main trade-off considerations; 　——Technical and economic principles for formulating long-term I&C strategies; 　——Main aspects that need to be paid attention to in technical feasibility studies. This guiding technical document is applicable to the update or transformation of all or part of the I&C system of nuclear power plants. It focuses on the improvement of reactor safety performance and the improvement of human-machine interface. It does not specify the design requirements of the I&C system.
