This standard is applicable to guide the pollutant discharge units in the manufacturing industry of coatings, inks, pigments and similar products to fill in the relevant application information on the National Pollutant Discharge License Management Information Platform. It is applicable to guide the issuing authority to review and determine the discharge of pollutants by the pollutant discharge units in the manufacturing industry of coatings, inks, pigments and similar products. License Licensing Requirements. This standard applies to the discharge permit management of air pollutants and water pollutants discharged by pollutant discharge units in the manufacturing industry of coatings, inks, pigments and similar products. The pollution-emitting units of the manufacturing industry of coatings, inks, pigments and similar products in this standard include coating manufacturing, ink and similar product manufacturing, industrial pigment manufacturing, arts and crafts pigment manufacturing, dye manufacturing (including organic pigment manufacturing, dye and pigment intermediate manufacturing), sealing Sewage discharge units manufactured from fillers and similar products. Among the pollutant-emitting units in the manufacturing industry of coatings, inks, pigments and similar products, the production facilities or emission outlets that implement the "Emission Standard of Air Pollutants for Thermal Power Plants" (GB13223) shall apply the "Technical Specifications for Application and Issuance of Pollutant Emission Licenses in the Thermal Power Industry"; Production facilities or discharge outlets that comply with the "Boiler Air Pollutant Emission Standard" (GB13271) shall be subject to the "Boiler Discharge License Application and Issuance Technical Specifications" (HJ953); production facilities or outlets that implement the "Synthetic Resin Industrial Pollutant Emission Standard" (GB31572) For discharge outlets, the "Technical Specifications for Application and Issuance of Pollutant Discharge Permits for the Petrochemical Industry" (HJ853) shall apply; for zinc oxide and other production facilities or discharge outlets in industrial pigments that comply with the "Emission Standards for Pollutants in the Inorganic Chemical Industry" (GB31573), the "Petroleum Discharge Permit" shall apply. "Technical Specifications for Application and Issuance of Pollution Permits for the Inorganic Chemical Industry" (HJ1035); production facilities or discharge outlets of dye and pigment intermediates that implement the "Petrochemical Industry Pollutant Discharge Standards" (GB31571) are subject to the "Technical Specifications for Application and Issuance of Pollution Emission Permits" Petrochemical Industry" (HJ853). This standard does not provide for other pollution-producing facilities and discharge outlets of manufacturing units that discharge industrial wastewater, waste gas or toxic and harmful pollutants specified by the state. "General Provisions of Technical Specifications" (HJ942) requires implementation.
