Scope: This standard is applicable to guide pollutant discharge units to fill in the "Pollution Discharge License Application Form" and fill in relevant application information online. It is suitable to guide the issuance and environmental protection department to review and determine the pollutant discharge unit permit requirements. Please refer to Appendix A for the pollutant discharge license application and issuance procedures. If there are technical specifications for industry emission license application and issuance (hereinafter referred to as industry technical specifications), the industry technical specifications shall be implemented; if there are no industry technical specifications, this standard shall be implemented; if the industry involves common processes, the general process emission permit application and issuance technology shall be implemented specification. The preparation of technical specifications for application and issuance of pollutant discharge licenses for industries or general processes may refer to this standard. 2
