- This standard specifies the control requirements for VOCs material storage fugitive emissions, VOCs material transfer and transportation fugitive emission control requirements, T process VOCs fugitive emission control requirements, equipment and pipeline components VOCs leakage control requirements, open liquid surface VOCs fugitive emission control requirements Control requirements, as well as VOCs unorganized emission waste gas collection and treatment system requirements, and pollution monitoring requirements in and around the enterprise factory area. This standard is applicable to the VOCs fugitive emission management of existing enterprises or production facilities involving VoCs fugitive emissions, as well as the environmental impact assessment, environmental protection facility design, completed environmental protection acceptance, and pollutant discharge permits of construction projects involving VOCs fugitive emissions Unorganized emission management of VOCs after approval and production. In the industry pollutant discharge standards issued by the state, if the VOCs unorganized emission control has been stipulated, it shall be implemented according to the industry pollutant discharge standards. Due to safety factors or special process requirements that cannot meet the VOCs fugitive emission control requirements specified in this standard, other equivalent pollution control measures can be taken, and reported to the local ecological and environmental authorities or implemented in accordance with the relevant requirements of the pollutant discharge permit.
