This standard defines OSI network services in terms of: a) the primitive actions and events of the service; b) the parameters associated with each primitive action and event and the form they take; c) the and events and their valid sequences. The main purposes of this standard are: a) To specify the characteristics of conceptual network services, thus complementing the reference model to guide the development of network layer protocols. b) Encourage convergence in functionality provided by subnetwork providers. c) provide a basis for raising existing heterogeneous subnetworks to a common subnetwork-independent network service so that they can be concatenated to provide global communication (such concatenation may involve optional Additional functions), the definition of service quality is an important part of the standard. d) Provide a basis for the development and implementation of a subnetwork-independent transport layer protocol, freeing it from the multiplicity of underlying public and private subnetworks and their specific interface requirements. This standard does not specify specific implementations and products, nor does it limit the realization of internal entities and interfaces of the system. For this standard, there is no issue of conformity of equipment. Consistency is achieved through implementations that follow the OSI networking protocols. The OSI network protocols meet the network services defined in this standard.
