Scope
This standard specifies the basic requirements for filling in the application and issuance of emission permits for the slaughtering and meat processing industries, the determination of permitted emission limits, the methods for calculating actual emissions and determining compliance, as well as self-monitoring, environmental management ledgers and emission permits. Environmental management requirements such as certificate implementation reports and feasible technical requirements for pollution prevention and control in the slaughtering and meat processing industries have been put forward. This standard is applicable to guide the pollutant discharge units in the slaughtering and meat processing industry to fill in the "Pollution Discharge License Application Form" and fill in the relevant application information on the National Pollutant Discharge License Management Information Platform. It is also applicable to guide the issuing authority to review and determine the pollutant discharge in the slaughtering and meat processing industry. Unit emission permit requirements. This standard applies to the discharge permit management of air pollutants and water pollutants discharged by pollutant discharge units in the slaughtering and meat processing industries. This standard also applies to meat cutting, down cleaning, egg cleaning, harmless treatment (incineration, chemical processing), etc. contained in the sewage discharge units of the slaughtering and meat processing industries. Among the pollutant emission units in the slaughtering and meat processing industries, the production facilities or emission outlets that implement the "Emission Standard of Air Pollutants for Thermal Power Plants" (GB13223) shall apply the "Technical Specifications for Application and Issuance of Pollutant Emission Licenses in the Thermal Power Industry"; The production facilities or discharge outlets of the "Emission Standard" (GB13271) shall be implemented with reference to this standard. The technical specifications for the application and issuance of boiler discharge license shall be followed after the issuance of the technical specifications. This standard does not provide for other pollution-producing facilities and discharge outlets of slaughtering and meat processing industry pollutant discharge units that discharge industrial wastewater, waste gas or toxic and harmful pollutants specified by the state.
