This standard provides guidance on how to consider the needs of consumers when formulating service standards. On this basis, specific standards for any service activity can be formulated. The list provided in this standard (see Clause 9) can be used by consumer representatives and others involved in the development of standards. Based on this list, the interests of consumers will be fully considered, including the needs of children, the elderly, people with disabilities, and people from different ethnic and cultural backgrounds. This standard applies to all aspects of service activities, regardless of whether a formal contract or settlement is concluded. This standard also applies to public services and charitable services, such as education and medical care, where there are service elements such as consumers, users or participants, but not necessarily payment elements.
