Scope

This standard specifies the basic requirements for filling in the application and issuance of emission licenses for industrial emission units manufacturing special chemical products, the determination of permitted emission limits, the accounting of actual emissions, and the technical methods for compliance determination, as well as self-monitoring, environmental management ledgers and Environmental management requirements such as pollution discharge permit execution reports and feasible technical requirements for industrial pollution prevention and control in the manufacturing of special chemical products are proposed. This standard is applicable to guide specialized chemical product manufacturing industrial pollutant discharge units to fill in relevant application information on the National Pollutant Discharge License Management Information Platform (hereinafter referred to as the Pollutant Discharge Permit Platform). It is also applicable to guide the issuing authority to review the pollutant discharge license of special chemical product manufacturing industrial pollutant discharge units. Apply for and determine licensing requirements. This standard applies to the emission permit management of air pollutants and water pollutants discharged by industrial emission units that manufacture special chemical products.
