Scope

This standard specifies the basic requirements for filling in the application and issuance of pollution discharge licenses for pollutants discharged from water treatment facilities of mining, production, and service-type pollution discharge units, the determination of permitted discharge limits, the accounting of actual discharges, and the general methods of compliance determination. As well as environmental management requirements such as self-monitoring, environmental management ledgers and pollution discharge permit execution reports, feasible technical requirements for pollution prevention and control are proposed. This standard is applicable to guide mining, production, and service-type pollutant discharge units to fill in relevant application information for pollutants discharged by water treatment facilities on the National Pollutant Discharge License Management Information Platform, and is applicable to guide the issuing authority to review and determine the discharge license requirements for pollutant discharge units. This standard applies to the emission permit management of pollutants discharged from water treatment facilities of mining, production and service sewage discharge units. If any pollutant discharge unit has technical specifications for the application and issuance of industrial pollution discharge licenses, it shall implement the technical specifications for the industry.
