This standard stipulates the safety qualifications that operators engaged in offshore oil (including natural gas) exploration and development activities should have, including basic conditions for operators, training and certification requirements, training and assessment, inspection and management, etc. This standard applies to all personnel engaged in petroleum operations in the internal waters, territorial sea, contiguous zone, exclusive economic zone, continental shelf and the sea, beaches and shores, artificial islands and tidal flats under the jurisdiction of the People's Republic of China. Personnel engaged in petroleum operations in inland lakes may refer to this.
