Scope
This part of GB/T 18491: a) According to the provisions of GB/T 18491.1-2001, establishes a framework for the conformity assessment of candidate FSM methods; b) describes a conformity assessment process to evaluate candidate FSM methods Whether the method meets the (type) requirements of GB/T 18491.1-2001 to determine that it is an effective FSM method, that is, the same type; c) Describes the requirements for performing a conformity assessment to ensure the integrity of the conformity assessment process Repeatability, and the consistency of conformity judgments and final results; d) aims to ensure that the output results of the conformity evaluation process are objective, fair, consistent, repeatable, complete and auditable; e ) provides informative guidance (see Annex A) to determine the competence of the conformity assessment team; f) provides examples of checklists (see Annex B) to aid in the conformity assessment of candidate FSM methods; g) provides An example of a conformity assessment report template (see Appendix C). Conformity assessment is carried out by a conformity assessment team with the competencies described in this section. GB/T 18491.2 assumes that this group is familiar with the concepts and definitions described in GB/T 18491.1. Conformity evaluation is performed by comparing each component of the candidate FSM method with the corresponding clauses in GB/T 18491.1-2001, so that all components of the candidate FSM method have been evaluated for compliance. The output of the conformity assessment includes the results for each item assessed. When determining whether a candidate FSM method complies with GB/T 18491.1-2001, only the requirements stated in its "should" need to be considered. To provide additional information to end users of candidate FSM methods, the "should" recommendations of GB/T 18491.1-2001 may also be considered. The output of the conformity assessment process is the conformity assessment report. This report can be used to: a) inform end users that, according to this part, the candidate FSM method complies with GB/T 18491.1-2001 and is therefore an FSM method; b) assist end users by informing them of their judgment on which method is most suitable for their needs . 1.2 This part can be used for the conformity evaluation of the first party (supplier), the second party (user or purchaser) or the third party (independent subject). 1.3 Although it is allowed to declare that a candidate FSM method complies with GB/T 18491.1-2001 without referring to this part, this part provides a conformity evaluation process that can increase the credibility of the statement. This part of ISO 10000 provides requirements for conformity assessment procedures, which can be used for first-party, second-party or third-party declarations of conformity. The terms of this section are especially suitable for those customers who need a third-party conformity evaluation. Customers expect to use or obtain FSM methods that have been evaluated for compliance with this part, and this part should be clearly referenced when evaluation is required. 1.4 Conformity evaluation should not be interpreted as a guarantee that the FSM method has full compliance, but only evidence that no non-conformities were found during the evaluation process. 1.5 A candidate FSM method shall be determined to be in compliance if it successfully completes the conformity assessment procedure meeting the requirements of 4.4.
