Scope
1.1 GB/T 20438 covers all aspects to be considered when electrical/electronic/programmable electronic systems perform safety functions. One of the main purposes of GB/T20438 is to promote the technical committees of various application fields to formulate national standards for application fields. In this way, all factors related to the application can be fully considered, so that the needs of the application field can be met. Another purpose of GB/T20438 is to enable the development of electrical/electronic/programmable electronic systems in the absence of national standards in the application field. 1.2 GB/T 20438 is especially: a) Applicable to safety-related systems containing one or several electrical/electronic/programmable electronic devices. b) It includes the possible danger caused by the failure of the safety function performed by the E/E/PE safety-related system. This possible danger should be distinguished from the danger generated by the E/E/PE equipment itself (such as electric shock, etc.). c) Excluding E/E/PE systems when: - a single E/E/PE system provides the necessary risk reduction capabilities; and - the safety integrity of the E/E/PE system is lower than specified safety integrity level 1 (the minimum safety integrity level specified in GB/T20438). d) Mainly for E/E/PE safety-related systems whose failure will affect the safety of people and/or the environment; however, the consequences of failure will also have a serious impact on the economy. From this perspective, GB/T 20438 also covers the E/E/PE system used to protect equipment and products. e) E/E/PE safety-related systems, other technical safety-related systems and external risk reduction facilities are considered, so that the safety specifications of E/E/PE safety-related systems can be determined systematically and in a risk-based manner. f) Using the overall safety life cycle model as a technical framework, systematically discusses the activities required to ensure the functional safety of E/E/PE safety-related systems. g) Do not specify the safety integrity level for each field of application (this is based on detailed information and knowledge of the field of application), which is to be specified in the corresponding standard by the technical committee responsible for the development of standards for each application field. h) Provide a general requirement for E/E/PE safety-related systems for each application field where there is no standard yet. i) Does not include preventive measures to prevent unauthorized persons from damaging E/E/PE safety-related systems and/or adversely affecting the safety functions of E/E/PE safety-related systems. 1.3 This part is a general requirement, which applies to all parts of GB/T 20438. Other parts of GB/T 20438 involve more specific issues: ——Part 2 and Part 3 put forward more and specific requirements for E/E/PE safety-related systems (hardware and software); ——Part 4 stipulates Definitions and abbreviations used in GB/T 20438; ——Part 5 provides guidance on how to determine the safety integrity level when applying Part 1 by way of example; ——Part 6 gives the application of Part 2 and Guidance in Part 3; — Part 7 includes an overview of techniques and measures. 1.4 GB/T 20438.1, GB/T 20438.2, GB/T 20438.3, GB/T 20438.4 are basic safety standards, although they are not applicable to simple E/E/PE safety-related systems (see 3.4 of GB/T 20438.4-2006 .4), but as a basic safety standard, each technical committee can use it when formulating relevant standards under the guidance of IEC Guide 104 and ISO/IEC Guide 51. It is the responsibility of each technical committee to use the base standard in the standards it develops. At the same time, GB/T 20438 is also a standard that can be used independently. 1.5 Figure 1 shows the overall framework of GB/T 20438, and at the same time clarifies the role of this part in the process of achieving the functional safety of E/E/PE safety-related systems.
