- This part of GB/T14946 specifies the composition and attributes, naming and classification, design and use, management and registration of national organization\cadres (including civil servants) and personnel management information data elements, as well as the data element directory. This part applies to data sharing and exchange of national organizations, cadres (including civil servants) and personnel management work, the development of relevant information systems and related forms and certificates, and the design of documents and books can be used as a reference. Note: Unless otherwise specified, "party" in this section refers to members of the Communist Party of China.
