Scope
This standard stipulates the discharge limits, monitoring and monitoring requirements of industrial enterprises of recycled non-ferrous metals (copper, aluminum, lead, zinc) for water pollutants and air pollutants, as well as the implementation and supervision of standards and other related regulations. This standard is applicable to the discharge management of water pollutants and air pollutants of industrial enterprises of recycled nonferrous metals (copper, aluminum, lead, zinc), and the environmental impact assessment of construction projects of industrial enterprises of recycled nonferrous metals (copper, aluminum, lead, zinc). , design of environmental protection facilities, environmental protection acceptance upon completion and discharge management of water pollutants and air pollutants after commissioning. Add waste non-ferrous metals to the raw materials of primary non-ferrous metal industrial enterprises to implement the corresponding primary non-ferrous metal industrial pollutant discharge standards. This standard does not apply to the discharge management of water pollutants and air pollutants of industrial enterprises such as primary non-ferrous metal smelting and rolling processing; it also does not apply to the management of water pollutants and air pollutants of non-characteristic production processes and devices attached to recycled non-ferrous metal industrial enterprises. Pollutant discharge management. This standard applies to the discharge of pollutants permitted by law. The site selection of newly established pollution sources and the management of pollution sources in special protected areas shall, in addition to implementing this standard, also comply with the Law of the People's Republic of China on the Prevention and Control of Air Pollution, the Law of the People's Republic of China on the Prevention and Control of Water Pollution, and the Protection Law, Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, Law of the People's Republic of China on Environmental Impact Assessment and other laws, regulations and rules are implemented. The water pollutant discharge control requirements stipulated in this standard are applicable to the behavior of enterprises that directly or indirectly discharge water pollutants outside their legal boundaries.
