Scope

This procedure applies to the preparation of completed financial accounts for all water conservancy capital construction projects included in the national capital construction plan. In addition to complying with these procedures, the preparation of the final financial accounts for the completion of projects using foreign capital should also comply with the relevant national regulations on the management of foreign-invested projects.
