(a) Any person who is compelled to appear in person to provide testimony or produce documents in connection with a safety investigation is entitled o be accompanied, represented, and dvised by an attorney. Subpoenas in afety investigations shall issue only nder signature of the Chairman or ny Member of the Board designated by he Chairman. Attendance and testimony shall be before the Board or a ember authorized by the Board.
