Scope
This standard specifies the baseline, carbon measurement methods, monitoring procedures and other technical contents and requirements for carbon sink measurement and monitoring of afforestation projects. The afforestation projects referred to in this standard are carbon sequestration afforestation projects. This standard applies to the carbon sink measurement and monitoring of carbon sink afforestation project activities (excluding bamboo afforestation) whose main purpose is to increase carbon sinks under the greenhouse gas voluntary emission reduction trading system. Carbon sink afforestation project activities using this standard must meet the following conditions: a) The land for project activities is forest-free land since February 16, 2005. The ownership of the afforestation land is clear, and it has a land ownership certificate issued by the people's government at or above the county level; b) the land for project activities does not fall into the category of wetlands and organic soil; c) the project activities do not violate any relevant national laws, regulations and policies, And it complies with the national afforestation technical regulations; d) The soil disturbance caused by the project activities complies with the requirements of soil and water conservation. For example, land preparation is carried out along the contour lines, and the proportion of soil disturbance area does not exceed 10% of the surface area. Except for weeding and loosening the soil after afforestation, no other activities are required. The soil is not allowed to be repeatedly disturbed; e) The project activities do not use forest land clearing methods such as burning (mountain burning) and other man-made fire activities; f) The project activities do not remove surface litter, tree roots, dead wood and logging Residues; g) Project activities will not cause the diversion of agricultural activities (crop planting and grazing) before the start of the project.
