This standard provides guidance on the management of water supply projects and the evaluation of water supply services. This standard applies to both water operators operating as public or private enterprises. This standard does not favor any particular type of ownership or operating model. This standard describes the water supply system as a whole and is applicable to all water systems regardless of their stage of development (e.g. field systems, water distribution networks, water purification plants). The scope described in this standard is as follows:
——Definition of terms to be commonly used for different stakeholders - Definition of elements of water supply system - Guidelines for water supply business management - Purpose and evaluation criteria suitable for water supply service evaluation and guidance on relevant performance indicators The following is not described in this standard:
——Target values for the proposed objectives, service evaluation criteria and related performance indicators - Issues related to the design and construction of water supply systems - Management structure of the water utility company and Related issues - Matters related to the regulation of water supply services, including management and operational activities - Matters related to the regulation of the content of contracts or subcontracts - Installation between the point of water supply and the point of use
