This European standard is applicable to all railway vehicles operated according to the Interoperability Directives, taking into account the recommendations in Annex E for the application of the standard (migration rule). The following types of rolling stock Excluded from the scope of this European Standard are:
——metros, trams and other light rail vehicles;
——vehicles for the operation of transport services on local, urban or suburban networks which are functionally separated from the rest of the railway system ;
