Scope: This guideline stipulates the basic principles, methods and procedures for evaluating the effectiveness of power demand side management projects. This guideline applies to power demand side management projects, mainly including electricity conservation and power saving projects. The power demand policy management projects applicable to this guideline include (but are not limited to) one or more of the following technical measures: 　——Transformation of the power supply and distribution system; 　——Peak shifting and valley filling to increase the electricity load rate; 　——Economic operation of electrical equipment; 　——Green lighting technology, energy-saving products; 　——High-efficiency update and transformation of fans, water pumps, motors, and transformers; 　——Application of AC motor speed-regulating operation technology; 　——Application of electric cold storage and heat storage technology ; 　——Application of power load management technology; 　——Other power demand side management technical measures.
