Scope

1. This standard is formulated in order to unify the requirements for the preparation of water transportation project construction supervision bidding documents, improve the preparation quality of construction supervision bidding documents, and promote the healthy and orderly development of the water transportation project construction supervision market. 2. This standard applies to the preparation of construction supervision and bidding documents for port projects, waterway projects, shipyard hydraulic building repair projects, and supporting projects. 3. This standard uses the volumes, chapters, sections, articles, paragraphs, items, and items marked with the same serial number for the tenderer and the bidder to choose and use; the content marked with spaces to be filled in by the tenderer should be filled in by the tenderer according to the specific bidding project. Characteristics and actual needs should be filled in. If no filling is required, a slash "/" should be used in the blank space. The rest of the text should be quoted without modification. 4. Contents specified in the general contract terms that are specified in the special contract terms and that need to be supplemented shall not affect the original meaning of the general contract terms, and shall not violate relevant national laws and regulations and the relevant provisions of this standard. 5. The tenderer shall select the reviewed lowest bid price method or comprehensive evaluation method for bid evaluation based on the characteristics of the bidding project. The comprehensive evaluation method should be selected for construction supervision bidding, and the reviewed lowest bid price method can be selected for bidding projects with simple technology, small scale, and short construction period. 6. If the tenderer adopts the pre-qualification method to conduct qualification review of potential bidders, it shall issue a pre-qualification announcement and prepare pre-qualification documents in accordance with Appendix B "Pre-qualification Documents for Water Transportation Engineering Standard Construction Supervision Tendering". 7. In addition to complying with the provisions of this standard, the preparation of water transportation project construction supervision bidding documents should also comply with the provisions of the relevant national laws, regulations, and standards.
