Scope
1. Investment estimation is an important part of the project proposal and project feasibility study report, and is a key part of the expenditure in the economic evaluation of the construction project. In order to build a conservation-oriented highway industry, adapt to the needs of the development of highway transportation construction, reasonably determine and effectively control project costs in the early stage of highway construction projects, improve the quality of the preparation of investment estimates for highway construction projects, and standardize the preparation of investment estimation documents, the "Basic Guidelines for Highway Engineering Measures for the Preparation of Investment Estimates for Construction Projects (hereinafter referred to as these Measures). 2. This method applies to the preparation and management of investment estimates for newly built and reconstructed highway engineering capital construction projects. The specific calculation methods and billing standards are formulated by the transportation authorities of each province, autonomous region, and municipality directly under the Central Government. 3. The investment estimate should be based on the depth of work in the project proposal and project feasibility study report, verify the project and its quantity, and combine it with the construction conditions of the project location, in accordance with the current "Highway Project Estimation Index" (JTG/T M21) and these Measures preparation of regulations. 4.
