This guideline gives everyone working with planning, construction, and operation of town centres and shopping centres better opportunities of working out a physical environment which minimizes the extent of crime and any other undesirable behaviour in the centres, including violence, vandalism, and theft. Furthermore, the general principles of the guideline apply to facilities where a lot of people come and where a large number relate anonymously.
