Scope
1. This standard is formulated to unify the preparation of water transportation project construction bidding documents, ensure the quality of the preparation of bidding documents, standardize bidding behavior, and promote the healthy and orderly development of the water transportation project construction market. 2. This standard applies to bidding for port projects, waterway projects, repair and shipyard hydraulic building projects, and supporting water transportation projects. 3. This standard should be used in conjunction with the "Standard Construction Bidding Prequalification Documents" and "Standard Construction Bidding Documents" (2007 Edition) issued by the National Development and Reform Commission, the Ministry of Transport and other nine ministries and commissions in Order No. 56 of 2007. 4. The blanks reserved in this standard should be filled in by the bidder according to the actual situation of the bidding project. If there is no need to fill in, the blanks should be marked with "/"; the remaining parts should be quoted without modification. 5. "Completion acceptance" refers to the "handover acceptance" of water transportation projects. 6. The "Bill of Quantities" of this standard should comply with the relevant provisions of the current industry standard "Specifications for Valuation of Bill of Quantities for Water Transport Projects" (JT S271). 7. In addition to complying with the provisions of this standard, the preparation of bidding documents for water transportation project construction should also comply with the provisions of relevant national laws, regulations, and standards.
