Scope
The PAS sets out the requirements for waste resource management bodies in terms of performance reporting. It requires that a waste resource management body reports on: a) how it carries out specific waste resource management activities (Clauses 3 to 11); and the b) rates of diversion from landfill and recovery of materials it achieves (Clause 12). It applies to a waste resource management body that processes industrial, commercial or household waste at a transfer station, treatment facility or disposal site. It does not apply to a waste resource management body that acts only as a waste transporter or waste broker. NOTE 1 There are detailed guidelines on how to complete a report on waste resource management that complies with PAS 402 in a supporting document published by CEW, namely Waste Resource Management – Guidelines for Reporting Performance against PAS 402 [1]. NOTE 2 Correlation tables showing the relationship between Clauses 3 to 12 and existing management system standards can be found in Appendix A. NOTE 3 Waste resource management bodies are required, according to legislation in England, Wales, Northern Ireland and the Scotland, be authorized to carry out their activities.
