This standard specifies the safety requirements and inspection methods for the design and structure of side-mounted portable brush cutters and lawn mowers powered by internal combustion engines. This standard does not apply to backpack brush cutters, lawn mowers and lawn trimmers or brush cutters equipped with non-integral metal blade structures. This standard describes the methods of eliminating or reducing various hazards caused by the use of brush cutters and lawn mowers, and specifies the information requirements for safe operation provided by the manufacturer. Although this standard does not propose technical requirements for reducing noise and vibration, it gives different methods to reduce these hazards. Manufacturers can use various existing vibration and noise reduction technologies through professional books or specialized institutions. Table A.1 includes some major hazards mentioned in this standard, and also gives some hazards not mentioned in this standard. This standard does not address the environmental hazards of brush cutters and lawn mowers.
