- This Guidance Technical Document specifies some operational concepts that are necessary and applicable to the interoperability network of reusable libraries. This technical guidance document is not a detailed design of a reuse library interoperability network, nor is it a plan on how to implement the operational concepts described in this guidance technical document. This guidance technical document aims to describe the context of those standardization efforts on interoperability between reusable libraries. In developing this operational concept, care has been taken to avoid the assumption that all aspects of reuse library interoperability must be regulated by standards. It emphasizes a minimal level of standardization work, allowing for constant change as reuse methodologies and practices evolve.
