- This guidance technical document describes a practical system for glare assessment of outdoor sports lighting and area lighting. It can be used to check the glare status of existing installations (provided that suitable inspection equipment is available); it can also be used to predict the glare level of new installations during the design stage; however, the effectiveness of the system is limited to the viewing direction below eye level. For the main application types, this guiding technical document specifies the general glare level limit. The glare and glare limits involved in this technical guidance document are aimed at the lighting area or very close to the lighting area, not the effect of stray light outside the area.
