Scope
The ITU Radiocommunication Assembly considering that the hypothetical reference circuit is intended as a guide to the design and construction of actual systems; that the cost of establishing and maintaining systems in the fixed-satellite service is critically dependent on theoverall signal-to-noise performance requirements; that the total noise power in the hypothetical reference circuit should not be such as would affect appreciablyconversation in most telephone calls or the transmission of telephone signaling.
