Scope: In order to regulate the use and management of lifting machinery and prevent and reduce accidents, these rules are formulated in accordance with the "Regulations on Safety Supervision of Special Equipment" and "Regulations on Safety Supervision of Hoisting Machinery". These rules apply to the management of the use of lifting machinery within the scope of the "Special Equipment Safety Supervision Regulations". The user of the hoisting machinery shall ensure the safe use of the hoisting machinery in accordance with the requirements of these rules. The General Administration of Quality Supervision, Inspection and Quarantine is responsible for the safety supervision of the use of hoisting machinery nationwide, and local quality and technical supervision departments at or above the county level are responsible for the safety supervision of the use of hoisting machinery within their respective administrative regions.
