- This standard specifies the terms and definitions of second-hand goods and second-hand goods business, classification of second-hand goods, quality appraisal methods and quality assurance. This standard applies to second-hand goods sold. Items that cannot be sold as second-hand goods: stolen goods, criminal tools, and other items suspected of breaking the law, and other items that are expressly prohibited from being operated or franchised by laws and administrative regulations.
