Scope: This standard is applicable to telecontrol equipment and systems with bit-serial data transmission for the monitoring and control of geographically widely distributed processes. This standard defines the basic application functions to realize the standard process of the telecontrol system, that is, the application process using the standard service of the application layer outside the seventh layer (application layer) of the ISO reference model of the open communication system. This standard is a basic standard that specifies in detail the supporting standards for specific telecontrol tasks. Each supporting standard can make specific selections for the specified functions. The basic application functions that are not included in this standard but are very necessary for the formulated telecontrol supporting standards should be specified in the supporting standards. Interoperability between compatible telecontrol devices can only be achieved if it is specified in the supporting standards. GB/T 18657.3 defines the general structure of application service data units (ASDUs) used in this standard. This standard is compatible with Part 1~Part 4 of GB/T 18657.
