Scope

This part of the DL/T 860 series of standards applies to substation automation systems and specifies the requirements for communication between intelligent electronic devices and related systems. This section specifies the communication requirements and device models for the functions performed by the substation automation system, identifying all known functions and communication requirements. The functional description is not intended for functional standardization, but for identifying communication requirements between technical services and substations, and between intelligent electronic devices within the substation. The basic goal is interoperability in all interactions. Standardization of functionality and implementation is completely outside the scope of this standard. Therefore, in the DL/T 860 series of standards, it is considered that there can be multiple allocation strategies for allocating functions to devices. The requirements put forward to support the free distribution of functions provide for the appropriate decomposition of functions into relevant communication parts, the exchange of data and the required performance. For typical substation configurations, the preceding provisions are supplemented by information data flow calculations. Intelligent electronic equipment in substations, such as protection devices, may also be used in places like power plants. For devices used in these locations, the use of this standard can facilitate system integration, but this is beyond the scope of this standard.
