A complete file is a special case file formed by the archives (office) in the process of managing a certain fond, and is composed of relevant documents and materials that can explain the historical situation of the fond. This specification stipulates the compilation principles, main contents, organization and management methods of the entire file. This specification applies to all types of archives at all levels and archives institutions of all agencies, groups, enterprises and institutions.
