Scope
This standard specifies the general objectives and methods of flow control and congestion control of IP networks, including the definition of traffic contracts between users and ISP networks, IP transport capabilities (IPTC), the service model of a single IPTC, related traffic patterns, and consistent definition of sex, etc. This standard applies to IP networks where Internet service providers (ISPs) provide quality of service to users.
