- These regulations apply to all new construction, expansion, reconstruction and technological transformation chemical construction projects, including Sino-foreign joint ventures, Sino-foreign cooperation, wholly foreign-owned and imported projects, as well as international financial organization loan projects and chemical construction projects in towns, streets and individual businesses (hereinafter referred to as chemical construction projects).
