This document stipulates service capability requirements for enterprises with the following needs: a) Need to demonstrate their ability to provide communications network optimization services that stably meet customer and applicable legal and regulatory requirements; b) Through the effective application of the system, including continuous improvement of the system processes and ensure compliance with customer and applicable legal and regulatory requirements to enhance customer satisfaction.
