This document stipulates the principles and basic regulations for the creation of zero-carbon data center planning technology and construction evaluation, planning and construction technical requirements, carbon emission calculation during the construction phase, evaluation system and evaluation process. This specification is applicable to the evaluation of carbon emissions during the entire life cycle of zero-carbon data centers during the construction, technical transformation, and dismantling stages.
