The standard clearly defines science and technology evaluation as "professional evaluation and consulting activities for science and technology activities using standardized procedures and scientific methods", emphasizing the dual functions of evaluation in serving decision-making and resource allocation.   2. The proportion of quantitative indicators should be ≥60% to ensure objectivity
  3. A three-level indicator system needs to be established: primary dimension → secondary factor → tertiary observation point
