This document puts forward the role of the science and technology assessment conceptual model and the indicator system in assessment, and stipulates the general requirements for the construction of the science and technology assessment indicator system, including the principles, basis, content, process and methods of the construction of the indicator system, as well as the construction of the classified evaluation indicator system.
