Scope
This guideline stipulates the feasibility study report, preliminary design, construction drawings and engineering of comprehensive environmental pollution prevention and control projects such as water pollution prevention and control, air pollution prevention and control, solid waste treatment (disposal), physical pollution prevention and control, and remediation of contaminated water bodies, sites and soils. Budget document content and preparation requirements. This guideline is applicable to the preparation of feasibility studies, preliminary designs, construction drawings and project budget documents for environmental projects. It can also be used as a reference for environmental project establishment, approval, verification, review, supervision, party management and investment decisions. For environmental projects that are managed under the approval and preparation system, the project application report may be prepared with reference to the relevant provisions of this guide regarding feasibility study report documents. The content of the preliminary design, construction drawing design and project budget document shall be in accordance with the preparation requirements. This guidance should be followed. The environmental protection facilities supporting the "Three Simultaneities" of construction projects can be implemented with reference to this guideline. You can refer to this guideline for correcting (lower) bad construction projects.
