4 General Principles 4.1 Chemical industrial parks should strictly adhere to the bottom line of ecological environmental protection and be constructed in accordance with the development concepts of recycling, intensive, green and low-carbon. 4.2 Chemical industry parks should follow the principles of giving priority to protection, focusing on prevention, comprehensive management, public participation, and liability for damage, and carry out ecological and environmental protection work.
