Scope
This document specifies the communication between Intelligent Electronic Devices (IEDs), and the related system requirements for support. This document is applicable to the power automation system with the substation automation system (SAS) as the core. The technical indicators in this document are the communication requirements for each function in the power automation system. Examples of most of the functions and their communication requirements in this document are primarily from the substation automation specialist domain and can be reused or extended, if applicable, in other domains of power automation. It should be noted that the term "substation domain" is sometimes used instead of the term "specialized domain of substation automation", especially when both switchyard equipment (primary systems) and automation systems (secondary systems) are considered. The description of the function is not used to standardize the function, but to identify the power system between the intelligent electronic device in the power plant and the substation, between the substations (such as line protection between the substations), the power plant or the substation and the upper remote operation center (such as the grid control center) and the communication requirements between the maintenance center, and the interface with remote technical services (such as the maintenance center) is also considered. The general scope is the communication requirement for the automation system of the power company, and its basic goal is to realize the interoperability of all interactions and provide a seamless communication version system for the management of the entire power system. The standardization of output functions and their implementation is outside the scope of this document. Therefore, it cannot be considered that there is only one single strategy for assigning functions to devices. In order to support the requirements arising from the free allocation of functions, this document defines the appropriate decomposition of functions into communication-related parts, defines the exchange of target data and its required performance. Similar or identical IEDs such as protection and control devices from substations can also be found in other facilities such as power plants. The use of this document for these devices in power plants facilitates system integration, such as integration between power plant control and associated substation automation systems. Specific standards have been developed and published according to IEC61850 (all parts) for wind power plants, hydro power plants, distributed energy and some other application areas.
