(1) The three major categories of scientific and technological achievements are explained: applied technology, basic theory, and soft science research. (2) The evaluation of scientific and technological achievements should follow the principles of purpose, scientificity, objectivity and fairness. (3) The evaluation indicators of scientific and technological achievements include three first-level indicators: technical indicators, transformation indicators and risk indicators. Each first-level indicator is decomposed into multiple second-level indicators. In actual evaluation activities, secondary indicators can be added or deleted according to the purpose of evaluation. (4) The indicators included in the three first-level indicators, namely technical indicators, conversion indicators and risk indicators, are explained and explained respectively. (5) An indicator system has been established for the evaluation of scientific and technological achievements in three major categories: applied technology, basic theory, and soft science research. (6) The scientific and technological achievements evaluation process is given, and detailed requirements are made for the four major links of entrustment, acceptance, organizational evaluation and evaluation report.
