This document stipulates the functions of technical managers, overall ability requirements, ability evaluation classification and requirements, ability evaluation organizational implementation and evaluation results application, etc., and is applicable to the evaluation, training, identification, assessment and incentives of technical managers. The overall requirements for technical managers’ abilities include four dimensions: knowledge level, practical skills, experience and performance, and professional quality. There are three levels of technical manager ability evaluation, namely: junior technical manager, intermediate technical manager, and senior technical manager.
