3.1 The production enterprise should meet the following conditions: a) Obtain a business license; b) Have an independent production plant and equipment required for production; c) Have sites, facilities and personnel for mechanical testing, or a collaborative unit with the above capabilities; d) Have Perfect quality management system; e) Have corresponding production, quality inspection and other personnel. 3.2 Product sales should issue product certificates. The certificate should indicate the implementation standard, product name, trademark, specifications, model, quantity, manufacturer's name and address, inspector's stamp, and production date. 3.3 Leasing and professional contracting enterprises should meet the following conditions: a) Obtain a business license, and professional contracting enterprises should also obtain a production safety license and contracting qualification; b) Have independent storage and maintenance sites
