- In order to protect the legitimate rights and interests of consumers, the responsibilities and obligations of manufacturers of main components such as flat-panel TV displays, complete machine manufacturers, sellers, and repairers for repair, replacement, and return (hereinafter referred to as "three guarantees") are clarified. The relevant provisions of laws and regulations such as the "Product Quality Law of the People's Republic of China", the "Consumer Rights and Interests Protection Law of the People's Republic of China", "Regulations on Liability for Repair, Replacement and Return of Certain Products" and "Announcement on Including Flat-panel TV Products in the Scope of Adjustment", In combination with the current production, sales and maintenance practices of my country's flat-panel TV display screens and other major components and complete machine manufacturers, this "Detailed Implementation Rules for Flat-panel TV Repair, Replacement and Return Responsibilities" have been formulated.
