Scope: This document establishes a framework for information technology (IT) project performance benchmarking measurements (for example, development or maintenance productivity) and its related aspects (for example, data collection and software classification). The framework contains a series of necessary activities and components required to successfully identify, define, select, apply and improve benchmark metrics, and also provides definitions of IT project performance benchmark metrics terms, which can be used in other parts of GB/T 41866. This document is intended for use by stakeholders of IT project performance benchmarking metrics. NOTE: The following are examples of situations where this document is used: . --- Benchmarking service providers want their benchmarking process to be consistent with this document; --- Benchmarking users (or third-party agents) to evaluate the performance of IT projects; --- To meet specific information needs within the organization. This document does not prescribe how benchmarking activities should be organized. It is outside the scope of this document to specify the title, format or details of the documentation produced by the benchmarking process.
