Scope: This document presents methods for social organizations to identify, integrate, communicate with, and support vulnerable groups during emergencies caused by nature and man-made (including deliberate and negligent) emergencies. At the same time, this document also includes guidance on how to continuously improve assistance measures for vulnerable groups in emergencies. This document is intended for use by organizations responsible for or participating in some or all of a program that works with vulnerable populations in emergencies. This document is applicable to organizations (such as government agencies at all levels, non-governmental organizations, international organizations, enterprises, public and community groups, etc.) responsible for or participating in emergency planning (including all or part of emergency planning) related to vulnerable groups in emergencies Conduct emergency preparedness, emergency response, and emergency recovery efforts. This document focuses on vulnerable groups in emergencies and their needs in emergencies.
