Scope

This standard stipulates the basic requirements for filling in the application and issuance of emission licenses for pollutant emission units in the railway, shipbuilding, aerospace and other transportation equipment manufacturing industries, determination of permitted emission limits, methods for actual emission accounting and compliance determination, as well as self-monitoring , environmental management ledgers and pollution discharge permit execution reports and other environmental management requirements, and proposed reference requirements for feasible technologies for prevention and control of pollution from pollutant discharge units in the railway, shipbuilding, aerospace and other transportation equipment manufacturing industries. This standard is applicable to guide the pollutant-emitting units in the manufacturing industry of railways, ships, aerospace and other transportation equipment to fill in the relevant application information on the national pollutant discharge license management information platform, and is suitable to guide the issuing authority to review and determine the manufacturing of railways, ships, aerospace and other transportation equipment. This standard applies to the discharge permit management of air pollutants and water pollutants discharged by pollutant discharge units in railways, ships, aerospace and other transportation equipment manufacturing industries. This standard does not provide for other pollution-producing facilities and discharge outlets of railway, ship, aerospace and other transportation equipment manufacturing pollutant-discharging units that discharge industrial wastewater, waste gas or toxic and harmful pollutants specified by the state, refer to the "Pollution Discharge License Application and The General Principles of Issuing Technical Specifications (HJ942) requires implementation. Surface treatment (painting) sewage discharge units shall refer to Appendix A of this standard. Regarding the requirements related to the operation and management of solid waste, they will be implemented after the "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" stipulates that solid waste be included in the management of pollution discharge permits.
